The Rez

The Indians who live on the Reservation feel like they were left there to die. The Reservation seems like a place where the whites can leave all hopes to die. The Indians believe that the Rez is always the only thing holding them back. That since white people put them there they can't go elsewhere. 
The problem is they believe white people have the most hope. Everyone has the same amount of hope because it comes from within. You just have to find it like how Junior did in the story. Hope is something that nobody can take away from you. Only you can take it away. Hope comes from dreams, desires, goals so you must have your eyes set on something to acquire hope. The Indians believe they were born without hope. I believe that they were just born with hope but were without being able to realize it.
However many Indians look to blame their problems on the white people, which is reasonable, but they never look at themselves. The Indians tell each other that there's nothing you can do, because that's all they've learned or been taught in life. Many Indians give up on life far too early, which is why they don't often succeed on a lot of things. If Indians began to believe they can do it they might be able to get themselves off the Rez.
However in some cases Indians are right to blame white people for their struggle. In a white America the opportunities for all others are kept to minimum. They can't let anyone else succeed so they find ways to bring them down. The problem is if you get brought down there's no coming back. You start at a disadvantage, but many people have come back from it for instance Arnold in the story or look at our President. It's not impossible to succeed in our world nowadays, but many Indians see it that way, because they were left for dead on the Rez.
